Code changes in Arvada for 2020

In addition to council’s decision on short-term rentals, it is conducting a full update of its Land Development Code (LDC), which lays out guidelines for future developments.

City staff chose to update the LDC as part of the adoption of the Arvada Comprehensive Plan back in 2014. While the plan has had some updates over the years, it has not been comprehensively reviewed and adjusted since 2008, said planning manager Rob Smetana.

After presenting a first draft of the new code at an open house Sept. 12, city staff have gathered public feedback on the document, holding office hours for questions and allowing residents to review and comment on the draft through the LDC website at advancearvada.org.

Smetana said the new code will address questions and possibilities sometimes raised by developers, thereby eliminating the need for some meetings. Meanwhile, instead of having to attend these meetings, “the community can have input at the code level,” he said. “Hopefully this helps streamline the process.”

One of the biggest changes to the code will be the creation of mixed-use zoning districts, which the current code does not specify, he said. An example of a mixed-use building would be a high-density housing building, which may have retail on the first floor and condos on higher floors.

The new code will also lower the height limit for new residential developments from 35 feet to 28 feet. In commercial areas, height limits will increase up to 120 feet, depending on location and development specifications.

“We don’t have any intent of changing people’s day-to-day,” Smetana said. “Over the next five to 10 years, they might see changes in commercial development.”

The final code will be adopted in the first or second quarter of 2020, Smetana said.

Until then, there will be two public hearings at which community members can give their input, at the Nov. 19 planning commission meeting or the Dec. 9 city council meeting, both to take place at City Hall, 8101 Ralston Rd.
